Knowledge is an important aspect for the holistic development of humans. Among direct and indirect knowledge, it is an absolute truth that direct knowledge is obtained from books. Language, literature, art, and culture provide completeness to humans, and these are the basis of our civilization and lifestyle. Without the upliftment and refinement of such aspects, our national self-reliance and world brotherhood cannot become strong. Books are an important element, being a repository of knowledge that plays a crucial role in human creativity and in the course of human development. Books written through linguistic scripts are the repositories of knowledge. Since not all people can afford to read only by buying books, it can be said that the concept of a library developed from the need for a place where books are collected and kept for the study and research of various types of disciplines.
With the objective of increasing consciousness, developing creativity, creating educational awakening, and providing services for the study and research of books, newspapers, literature, etc., to the general public in an easily accessible manner in the Far Western Development Region, the Srimati Kamaladevi Library established in 2010 BS and Shri Janata Library established in 2011 BS were merged in 2014 BS through mutual consultation of the then founders, and established under the name Shri Kailali Public Library.
To revise the existing constitution of this library—which has been operating continuously until now—in accordance with the times, to protect and promote the movable and immovable property of the organization, to conduct the daily work of the library in a lawful manner; to provide service to the general public to read various types of knowledge-enhancing books and newspapers in an easily accessible manner, to honor poets, litterateurs, writers, thinkers, scholars, artists, and creative, talented personalities; and to protect and promote language, literature, art, and culture, and to assist in research and exploration work in various fields, the activities of this library need to be conducted in accordance with the 21st century. Therefore, ending the Constitution of the public-level established Kailali Public Library 2037, which has been implemented and amended from time to time until now, and because it is desirable to arrange for the Statute of Shri Kailali Public Library 2057, this Constitution has been drafted.
